This came in a letter sent by the Permanent Mission of the Republic of Yemen to the United Nations to the President of the Security Council, Jérôme Bonnafont, and the Secretary-General of the United Nations, António Guterres. The government explained that it has recently documented the Houthi militia's use of Iranian-origin air defense weapons that were modified inside Yemen with the participation of experts from the Iranian Revolutionary Guard and converted into missiles capable of lingering in the air for up to 25 minutes. It added that these weapons use thermal tracking systems that can track heat sources without distinguishing between military and civilian targets, affirming that launching them near international air routes poses a direct threat to civilian aircraft and their passengers, including United Nations flights and humanitarian flights operating in Yemen and the region. The government considered that this development represents a dangerous escalation whose repercussions go beyond Yemen's borders, pointing out that the Houthi militia, after repeatedly targeting commercial vessels and threatening international navigation in the Red Sea, the Gulf of Aden, and Bab al-Mandab, has come to develop and use capabilities that threaten international civil aviation over the same strategic corridor. It stressed the need not to overlook the danger threatening civil aviation while confronting the threats facing maritime navigation in the Red Sea. The government also considered that modifying these weapons with the participation of experts from the Iranian Revolutionary Guard represents, according to what it stated in its letter, additional proof of the continued Iranian military and technical support for the Houthi militia and the expansion it affords to the scope of its threats to Yemen, the countries of the region, and international navigation. It called upon all United Nations member states to fully and effectively implement the arms embargo imposed pursuant to the relevant Security Council resolutions, foremost among them Resolution 2216 of 2015, and to strengthen cooperation with the Yemeni government to prevent the transfer of weapons, materiel, components, technology, and military expertise to the militia, and to halt the training, funding, and assistance it receives related to its military activities. It also called for urgent communication with the International Civil Aviation Organization (ICAO) and international aviation bodies to assess the risks threatening civilian aircraft and international air routes over the southern Red Sea and to take the necessary measures to protect international civil aviation. The government expressed its readiness to provide the Panel of Experts on Yemen, established pursuant to Resolution 2140 of 2014, and competent international bodies with available technical evidence and information, including data on launch sites and projectile trajectories, to examine them and evaluate the nature of the weapons, their origin, their operational mechanism, and the networks involved in transferring and developing them. The government stressed that confronting these threats requires the effective implementation of Security Council resolutions and continued support for the government to restore and exercise its sovereign authority over its territory, airspace, coasts, and ports, and to prevent their use to threaten the security of the region and international navigation. It reiterated its commitment to full cooperation with the United Nations, the International Civil Aviation Organization, and international partners to protect civil aviation and international air navigation, calling on the Security Council and the international community to act urgently to prevent the proliferation and use of these capabilities and to hold accountable those responsible for providing them to the militia, developing them, and deploying them. The government requested that the letter be circulated to the members of the Security Council and issued as an official document of the Council.
