The meeting—attended by the Speaker of the House of Representatives Sheikh Sultan Al-Barakani, Prime Minister Dr. Shaye Al-Zandani, Speaker of the Shura Council Dr. Ahmed Obeid bin Dagher, Head of the Consultation and Reconciliation Commission Mohammad Al-Ghaithi, and the concerned ministers and officials who are members of the National Defense Council—was devoted to discussing the latest developments in national conditions and the level of readiness of the Armed Forces, security, and military formations across various frontlines. The meeting also discussed executive measures related to general mobilization, safe return, the continuity of basic services, and the humanitarian response for displaced persons and those affected by the escalation and aggression of the terrorist Houthi militias. The National Defense Council renewed its congratulations to the sons of the Yemeni people on the anniversaries of the Yemeni Revolution, praying for mercy upon the martyrs of the Armed Forces, the popular resistance, and civilians, and wishing the wounded and injured a speedy recovery. The Council listened to a report from member of the Presidential Leadership Council Dr. Abdullah Al-Alimi regarding his participation in the proceedings of the eighty-first session of the United Nations General Assembly and the accompanying meetings and events to mobilize regional and international support for the Yemeni people, their government, and their Armed Forces in confronting the Houthi escalation and its repercussions on the freedom of navigation, waterways, and international peace and security. The National Defense Council also listened to reports from Council members regarding the tasks assigned to them and their field visits to the frontlines on several fronts to assess the combat readiness of the stationed forces, the progress of operations, and the field situation across various axes. Furthermore, Prime Minister Dr. Shaye Al-Zandani presented a briefing on economic and service conditions, government measures and precautions to confront emergency situations, and the level of response to the repercussions of the terrorist Houthi militias' escalation, including addressing the urgent needs of the wounded and displaced, and ensuring the state fulfills its inevitable obligations. The briefing also addressed the solutions and measures approved by the government to tackle the electric power crisis, including the maintenance of power generation stations in the temporary capital, Aden. The Council commended the cohesion, operational efficiency, high deterrence capability, and regaining of the initiative demonstrated by the Armed Forces, all military formations, and the popular resistance across various fronts during the past period, as well as the heavy losses inflicted by their coordinated operations on the ranks of the Houthi militias and their military hardware. The National Defense Council affirmed that the Armed Forces will continue to assume their constitutional and legal responsibilities in protecting citizens and deterring sources of threat, culminating in the fulfillment of the Yemeni people's aspirations to restore their state institutions and extend their sovereignty over the entire national territory. The Council also commended the broad popular rallying around the Armed Forces and state institutions, as well as the societal, tribal, and popular initiatives and the logistical and relief convoys dispatched by citizens, both men and women, in support of the frontlines and displaced persons, considering these initiatives an expression of broad national cohesion in the face of sabotage operations targeting state institutions and national resources. The National Defense Council called on citizens in areas subjected by force to the control of the Houthi militias to stay away from camps, weapons depots, missile launch platforms, command and control centers, mobilizations, military positions belonging to the militias, and their supply lines, and not to allow residential neighborhoods and civilian facilities to be used for military purposes, in order to preserve their lives and safety. The Council also urged citizens to cooperate with state institutions and the competent military and security services, and to report via approved official channels any military movements, mobilizations, newly established positions, or activities threatening the security of citizens and the stability of their areas, thereby bolstering the state's capacity to protect the population and prevent the militias from using population centers as shields for their criminal activities. The National Defense Council warned of the dangerous development represented by the Houthi militias' use of mobile Iranian air defense weapons, cruise missiles, and advanced military technologies, which expands the circle of threat to air navigation routes in Yemen and the region and exposes civilian aircraft and humanitarian and relief flights to grave dangers, necessitating a firm international stance to prevent the flow of weapons, technologies, and military expertise to the militias and to hold accountable the entities involved in supplying them with these internationally prohibited capabilities. The National Defense Council welcomed the regional and international stances supporting the government and its national institutions, including the statements issued by the Security Council condemning Houthi terrorism and affirming Yemen's sovereignty, territorial integrity, and the necessity of implementing relevant Security Council resolutions, foremost among them Resolution 2216. On the humanitarian front, the National Defense Council affirmed that protecting civilians will remain a steadfast commitment of the state and its Armed Forces, directing the continued adoption of all necessary measures and precautions to protect the population and civilian facilities, and enhancing coordination between the military and security institutions, local authorities, civil defense organs, and the humanitarian response. The Council also affirmed the state's commitment to caring for the families of martyrs and the wounded, and responding urgently to the needs of the displaced and families expelled by the Houthi militias, calling on international organizations and donor bodies to support these growing interventions in humanitarian needs. The National Defense Council highly valued the stances of the brethren in the Kingdom of Saudi Arabia and their continuous support for the Yemeni government and people across various stages, as well as the assistance they provide in confronting urgent security, economic, and humanitarian repercussions, and their permanent keenness on Yemen's security, stability, territorial integrity, and the support of its national institutions at all levels. The Council commended the regularity of state institutions, the government, and local authorities in carrying out their tasks from within the country, securing the disbursement of employee salaries, stabilizing basic services, meeting food and medical needs, and raising the level of readiness to face any potential emergencies. The Defense Council stressed the importance of integrating military, security, economic, humanitarian, media, and diplomatic efforts under the leadership of the state, and mobilizing all energies, resources, and capabilities in the service of the overarching national goal represented by restoring state institutions and ending the Houthi threat. In this context, the Council approved several guidelines and executive measures related to general mobilization, emphasizing the necessity of its transition from a general framework to a disciplined institutional mechanism in accordance with the constitution and prevailing laws, appreciating the House of Representatives' prompt and responsible response to the request to declare general mobilization and its undertaking of its national and constitutional responsibility. The National Defense Council also reaffirmed that the doors of safe return are open, that the state is continuing to protect its citizens and restore its institutions, and that the Armed Forces will continue performing their duty until sources of threat are eliminated and the Yemeni people's aspirations for security, peace, and development are realized.
