A circular issued by the committee explained that the decision comes in light of the exceptional security conditions and the resulting inability to maintain regular work and study in several directorates, and out of concern for the safety of employees, students, and educational and administrative staff, to protect lives and property, and to prevent civilians from being exposed to risks. The circular stipulated granting employees working in the directorates under the control of the Houthi militias temporary leave starting from the date of its issuance until further notice, emphasizing that this leave does not affect the legal or employment standing of those covered by it. It also mandated the suspension of study in all schools, universities, colleges, and institutes located in those directorates until further notice, considering male and female students to be on official leave throughout the suspension period, provided that an official announcement resuming study and work is issued as soon as the conditions necessitating these measures cease to exist. The circular exempted employees whose vital work requires the continued provision of minimum services to citizens, including workers in the health, sanitation, and water sectors, in accordance with what is determined by the Emergency Committee and competent authorities. The Emergency Committee warned civil servants and workers in the state's administrative apparatus in the areas covered by the circular against complying with any calls to report for work or execute duties or assignments issued by the Houthi militias, emphasizing that legal and administrative measures will be taken against violators according to the law. The committee called on all concerned parties to implement the decision, each within its remit, and to refer any difficulties or special cases to the governorate's Emergency Committee to handle them in accordance with the law and prevailing conditions.
