*Government Measures for General Mobilization. Prime Minister: It Is a Mistake to Consider What Is Happening a Battle Pertaining to One Region and Not Another* The Council of Ministers adopts an executive package of measures to translate general mobilization and enhance the readiness of state institutions. In its meeting today, Thursday, in the temporary capital, Aden, chaired by His Excellency Prime Minister Dr. Shaye' Mohsen Al-Zandani, the Council of Ministers adopted a set of executive measures and directives to enhance the readiness of state institutions, translate the requirements of general mobilization into practical action programs, and monitor the implementation of these measures directly and regularly. The Council affirmed that the declaration of general mobilization represents a transition to a new phase that requires state institutions to redouble efforts, mobilize national capabilities and resources, and enhance institutional, military, security, economic, and humanitarian readiness in a way that enables the state to fulfill its responsibilities in protecting citizens, preserving its capabilities, restoring its institutions, and extending its authority over the entire national territory. The Council of Ministers reviewed the level of implementation of government directives and measures related to general mobilization, and directed the integration of the performance of ministries, institutions, and local authorities, the mobilization of available human and material capabilities, and raising the level of coordination among government, military, and security agencies, to ensure the transition of general mobilization from a national decision into organized and effective institutional action whose requirements the government undertakes to implement, each within its scope of competence. His Excellency the Prime Minister emphasized that general mobilization requires a stronger and more capable presence of state institutions. While our armed forces, our valiant resistance, and our brave tribes fight our existential battle against the terrorist Houthi militia and its Iranian-backed subversive project, the government must fight the battle to consolidate state institutions, protect the economy, secure services, and safeguard the lives of citizens. He said: "This is a government of trenches present in the field, bearing its responsibility under the most difficult circumstances, sharing fortitude with the sons of its people. If the stage requires us to stand alongside the fighters on the fronts, we are all ready for that, and our offices will not be a barrier between us and our people or our heroes in the various arenas of sacrifice. The government that supports the front must be present wherever responsibility dictates." The Council discussed the economic, financial, and service measures necessary to maintain market stability, secure basic commodities, guarantee the regular payment of salaries and the state's mandatory obligations, and enhance the readiness of the health and service sectors, alongside urgent measures to address the electricity situation, in a way that alleviates the impact of the crisis on citizens and vital institutions. The Council of Ministers directed the continued raising of the level of preparedness to deal with any emergencies or humanitarian repercussions resulting from the Houthi escalation, and the enhancement of the capabilities of the government and local authorities to receive and shelter the displaced and provide health and food care for them, in coordination with international organizations and humanitarian partners, affirming that the government will work to harness all the state's resources and capabilities to serve national priorities at this stage, and to strengthen the presence of its institutions in the liberated governorates and regions, in a way that consolidates state authority and prevents the disruption of its institutions or the depletion of its resources outside legal frameworks. The Council commended the popular and official response to the decision of general mobilization, as well as community initiatives and support convoys for the army, resistance, and displaced persons, affirming that the combined efforts of the state and society represent an essential factor in strengthening national fortitude in the face of threats targeting the Republic, its institutions, and its sovereignty. It affirmed that the state's door is open to all who choose to return to the ranks of the Republic and constitutional legitimacy, and to benefit from the general amnesty declared by His Excellency the President of the Presidential Leadership Council for whoever leaves the ranks of the Houthis and ceases fighting or working in their favor in accordance with constitutional and legal procedures, noting that the battle is not against the sons of the people, but rather against the coup project that confiscated the state and wanted to subjugate Yemen to an external will that targets neighboring countries and threatens regional security and international navigation. The Council of Ministers saluted the heroics demonstrated by the heroes of the armed forces, security, all military formations, popular resistance, and tribes on the various fighting fronts against the terrorist Houthi militia, asking for Allah's mercy upon the souls of the military and civilian martyrs, wishing a speedy recovery for the wounded, and affirming the government's commitment to providing the requirements of fortitude for the stationed fighters and caring for the wounded and the families of martyrs. It pointed out that the escalation witnessed in Taiz Governorate and the attempts to advance toward areas in Lahj, along with the accompanying destruction and targeting of civilians and displaced persons, confirms that the terrorist Houthi militias are still persisting in their approach based on terrorism, violence, and expanding the circle of suffering, extending greetings to the auspicious heroes of all military formations, the popular resistance, the sons of Taiz and Lahj, and all those stationed on the fronts who face this escalation with steadfastness and responsibility, stressing that protecting civilians and displaced persons will remain an inherent duty of the state, that targeting them is rejected and condemned, and that the government will continue to carry out its responsibilities toward the affected, the displaced, and the wounded. His Excellency the Prime Minister stressed the importance of reading the Houthi threat away from narrow geographical and political calculations, explaining that the Houthi terrorist project does not deal with Yemen as North and South, does not differentiate in its targeting between one governorate and another, and does not fundamentally recognize political pluralism or the right of Yemenis to choose their future. He said: "It is a mistake to view what is happening as a battle pertaining to one region over another, or for anyone to believe that they can stand outside its repercussions. When the threat targets the state, its sovereignty, and its institutions, it affects everyone, even if their positions and stances differ." He pointed out that the battle to restore state authority over the entire national territory is not a call to cancel anyone, nor a confiscation of anyone's cause, but rather a defense of the right of all Yemenis to a secure and stable state, and for their political choices to stem from their national will, not from the barrel of a gun or foreign agendas. He noted that what is happening on the western coast and toward Bab al-Mandab cannot be reduced to the geography of the Yemeni confrontation; rather, it has become a direct threat to the freedom of international navigation and trade and the security of supply lines, which is what the Yemeni government has repeatedly warned the world about, stressing that Iranian intervention in supporting the militias and their military capabilities, and the threats affecting regional countries and maritime corridors, confirm that Yemen's security and the security of its surroundings are interconnected, and that the continuation of war and unrest will have repercussions extending beyond our borders. The Council of Ministers highly praised what was contained in the annual royal speech of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, delivered on his behalf by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister, regarding the affirmation of the Kingdom's support for the Yemeni government, assisting it in extending its authority over the entire country, restoring stability, and confronting the aggressions of the Houthi militias, affirming that this position reflects the depth of the Yemeni-Saudi partnership and the Kingdom's continuous concern for Yemen's security, stability, and sovereignty, and for enabling its national institutions to carry out their duties. It also valued the continuous economic support from the brothers in the Kingdom of Saudi Arabia, the latest of which was the deposit of the third installment of support for the state general budget, amounting to 60 million US dollars, at the Central Bank of Yemen, emphasizing that this support comes at an extremely difficult juncture and helps the government fulfill its mandatory obligations and maintain the regularity of its institutions' and services' operation, confirming that the Saudi-Yemeni partnership is not merely a political stance, but a practical partnership that supports the state in its most difficult stages. The Council of Ministers reviewed reports from the concerned ministers regarding health, supply, service, and humanitarian conditions, and the level of readiness to handle emergency needs in light of the repercussions of the Houthi escalation, the increasing waves of displacement, and the pressures on basic facilities and services. It stressed the need to raise the level of government response, secure commodity and medicine reserves, ensure the continuity of services, enhance humanitarian and shelter interventions for the displaced and affected, and intensify coordination between ministries, local authorities, and international organizations, in a manner that ensures the protection of citizens and curtails the repercussions of the crisis. The Council examined the military and security developments on the various fronts, the Houthi escalation in Taiz, the attempts to advance toward Lahj, and the field developments witnessed on the confrontation fronts, listening to reports on the level of combat and security readiness and the requirements needed to enhance the capabilities of the armed forces, military formations, and security agencies, affirming the importance of raising the level of coordination and security vigilance, integrating military and security efforts, and continuing to support the fronts, in a way that enhances the state's capability to confront threats and protect citizens and liberated areas. His Excellency the Prime Minister directed the preparation of clear plans, swift decisions, and daily follow-up to address the requirements of general mobilization and the fateful, existential battle to extend state control over the entire national territory, affirming that the government is tasked with translating the general mobilization decision into comprehensive institutional action, each from their position and competence, by mobilizing resources, raising readiness, and directing all capabilities to serve the battle of completing the restoration of state authority over its entire national territory.
