🔥 *The President of the Presidential Leadership Council announces the start of military operations to restore state institutions and extend its authority over all national soil* 🔥 His Excellency President Dr. Rashad Muhammad Al-Alimi, President of the Presidential Leadership Council, Supreme Commander of the Armed Forces, announced today, Sunday, the start of military operations to restore the remainder of the Republic's territories and extend the authority of the state and its institutions over all national soil, emphasizing the transition from the stage of preparation and readiness to the stage of liberation after exhausting all opportunities for de-escalation. His Excellency the President said in a statement to the Yemeni people: "Proceeding from our constitutional responsibility in protecting the sovereignty of the Republic and its citizens, and based on the decisions of the National Defense Council, and after completing the necessary procedures and measures, I announce today the start of military operations to restore the remainder of the Republic's territories and extend the authority of the state and its institutions over all national soil." He added that he issued directives to the armed forces, security, and all military formations to begin carrying out their assigned tasks in accordance with approved plans until the liberation of the country from the grip of the terrorist Houthi militia. The President of the Leadership Council emphasized that the decision to start operations came after the state granted peace all the time and opportunities it deserved, while the militias met de-escalation efforts with further mobilization, escalation, and the expansion of their attacks and threats against civilians, national installations, neighboring countries, and international corridors. He stated that the state's stance today is to shoulder its national responsibility in confronting the Houthi militias after exhausting all opportunities for de-escalation, while weapons remain outside the authority of the state, threatening the security of citizens, the sovereignty of the country, the region, and international navigation corridors. His Excellency the President stressed that the battle is not a war against the citizens in Sanaa, Saada, Hodeidah, Amran, Dhamar, Ibb, or any other governorate, nor is it a war against a sect or a tribe, but rather "the state's battle for its citizens, the restoration of its institutions, the correction of past mistakes, and ensuring that the will of its people or their political future is not confiscated by force of arms." Addressing the citizens in areas under the militias' control by force, he said: "You are not the target of these operations; rather, your security, rights, and dignity are their most important reasons," calling on them to stay away from military positions, gatherings, and militia supply routes, and to protect their sons from being thrown into the battles. At the same time, he renewed the state's commitment to safe return and the declared amnesty, affirming that the door will remain open to anyone who lays down weapons, stops fighting in the ranks of the militias, and returns to his family and homeland in accordance with the announced procedures. The President of the Leadership Council directed the armed forces, security, all military formations, and the popular resistance to strictly adhere to the law, protect civilians, honor, and property, stressing that the mission "is not only to restore the land, but to return the state to it." Addressing the armed forces, he said: "No vendettas, no revenge, no assaults on innocents, and no infringement on the property of citizens. Every Yemeni home is a trust, every citizen is a responsibility, and every city you liberate must feel from the first moment that it has returned to the state, away from the yoke of injustice, oppression, and racism." In parallel with the military operations, His Excellency the President announced directing the government to prepare a synchronized work program ensuring that state institutions begin exercising their responsibilities in every city, district, and governorate liberated, one by one. He explained that priorities will include, with the support of brothers and friends, resuming the disbursement of state employees' salaries and settling their overdue entitlements retroactively, launching an urgent recovery and reconstruction program, repairing damaged roads, electricity, water, and facilities, and creating the conditions for the return of displaced persons and the resumption of economic activity. He emphasized that the restoration of land will not be the end of the mission, and that the success of the battle will not be measured by the number of restored cities, but rather by the number of citizens to whom security returns, the families that return to their homes, and the measures preventing a return to practices of killing, oppression, and the confiscation of the people's will. The President of the Leadership Council also renewed full commitment to the outcomes of the Southern-Southern dialogue sponsored by the brothers in the Kingdom of Saudi Arabia, ensuring a just and comprehensive solution to the Southern issue, affirming loyalty to the immense sacrifices made by the southern governorates and their sons during the years of war. His Excellency the President singled out the Kingdom of Saudi Arabia with a message of appreciation and gratitude, praising its stances alongside Yemen in the darkest circumstances, its role in the steadfastness of state institutions, and easing the suffering of the people, in addition to hosting millions of Yemenis from various parts of the country. He said that "the Yemeni people will preserve these stances in their national memory forever, just as they have preserved throughout their history all who stood by them in times of adversity," affirming that the Kingdom will remain a genuine partner in destiny, security, stability, and peace in Yemen and the region. His Excellency the President called on all brothers, friends, and partners in the international community to stand by Yemen, its armed forces, and its national institutions to end the threat, and to support humanitarian, economic, and relief efforts, as well as recovery and reconstruction programs in areas returning to state authority. He emphasized that the state, with sincere support from the Coalition to Support Legitimacy, is exercising its responsibility in protecting its people, restoring its institutions, and securing waterways, stressing that brotherly and friendly stances at such junctures not only shape the fate of the present, but also remain long in the memory of peoples. He added in this context: "Hostilities are known, but what peoples never forget is who stood with them when they needed them, and who chose silence when their stance was necessary." The President said that Yemenis have long waited for this decisive day, in which a pivotal stage begins "where the state restores its land and institutions, the citizen regains his rights, and weapons return to their natural place under the rule of law." He announced that all state military, security, and civil institutions will be, from this moment, in a state of full mobilization until the mission is accomplished and victory is achieved, with the help of Allah, the bravery of the armed forces, the cohesion of the Yemeni people, and the support of brothers and friends. Below is the full text of the statement: In the name of Allah, the Most Gracious, the Most Merciful
Allah the Exalted said: {If Allah helps you, none can overcome you; and if He forsakes you, who is there that can help you after Him? And upon Allah let the believers put their trust}. O sons of our great Yemeni people,
A few days ago, from the platform of the 26th of September, I addressed you regarding a disciplined path for preparing for our national battle, including general mobilization and opening the door for safe return. We clearly defined that the state's responsibility and its objective is to restore its institutions, protect its people, and end the long years of war and suffering brought about by the rogue Houthi militias. Today, I speak to you as we have moved from the stage of preparation to the stage of action. At the outset, I would like to express my thanks and appreciation to the sons of our great Yemeni people at home and abroad, and to the heroes of our armed forces, security, and popular resistance, for the bravery and steadfastness they have demonstrated, and the sacrifices they have offered in every city and village, and across the nation's frontlines. For their steadfastness and rally around the state project have been the source of determination and confidence to move forward in the battle to restore state institutions and end the suffering of our people. I also express my thanks and appreciation to the House of Representatives, the government, local authorities, political and social components, all who responded to the declaration of general mobilization, and all who answered the call for safe return and chose at this decisive moment to align with their homeland, their state, and their people. The state has granted peace all the time and opportunities it deserved, and endured much for that sake. But the Houthi militias chose once again to interpret restraint as weakness, and to meet every opportunity for de-escalation with further mobilization and escalation. Over the past days, the militias pushed more deceived fighters to the frontlines, dragged children from school desks to death traps, expanded their attacks, kidnappings, and threats against innocent civilians, targeted camps of displaced persons, cities, national installations, neighboring countries, and international corridors, and continued looting private and public property, turning the areas under their control by brute force into a human reservoir for war and national resources into fuel for it. Therefore, our stance today is to shoulder the national responsibility to confront the terrorist Houthi militia, after exhausting all opportunities for de-escalation, while weapons remain outside the authority of the state, and the terrorist threat continues against its sovereignty, the security of citizens, the region, and international navigation corridors. O great people,
Proceeding from our constitutional responsibility in protecting the sovereignty of the Republic and its citizens, and based on the decisions of the National Defense Council, and after completing the necessary procedures and measures, I announce today the start of military operations to restore the remainder of the Republic's territories, and to extend the authority of the state and its institutions over all national soil. We have issued our directives to the armed forces, security, and all military formations to begin carrying out their assigned tasks in accordance with approved plans until the liberation of the country from the grip of the terrorist militia. I reaffirm to you once more that this is not a war against our people in Sanaa, Saada, Hodeidah, Amran, Dhamar, Ibb, or any other governorate, nor is it a war against a sect or a tribe. This is the state's battle for its citizens, the restoration of its institutions, the correction of past mistakes, and ensuring that the will of its people or their political future is not confiscated by force of arms. At this pivotal moment, I renew, on my own behalf and on behalf of my brothers, the members of the Presidential Leadership Council and the government, what was stated in our previous speech regarding full commitment to what the Southern-Southern dialogue will produce, sponsored by the brothers in the Kingdom of Saudi Arabia, in a manner that ensures a just and comprehensive solution to the Southern issue. We have said that the southern governorates bore the burdens of war, displacement, and economic pressures, and offered immense sacrifices that will remain immortal in the national memory, witnessing the awareness of their sons regarding the nature of the danger facing everyone—which requires us to be faithful to those sacrifices and honorable heroic epics. I also say to our people in the areas that are still subject to the force of the militias' weapons: You are not the target of these operations; rather, your security, rights, and dignity are their most important reasons. Stay away from military sites and gatherings, and militia supply routes, protect your sons from being thrown into battles, and cooperate with the armed forces and security as they make their way to liberate, and when they reach you. I also affirm that our commitment to safe return and the declared amnesty will remain open to anyone who lays down weapons, stops fighting in the ranks of the militias, and returns to his family and homeland in accordance with the announced procedures. O heroes of our armed forces, security, all military formations, and the popular resistance,
The homeland places a historical responsibility in your hands today. Your mission, as we have repeatedly said, is not merely to restore the land, but to return the state to it. Wherever you advance, be the embodiment of the Republic we are fighting for: law, discipline, honor, mercy to civilians, and protection of dignity and property. No vendettas, no revenge, no assaults on innocents, and no infringement on the property of citizens. Every Yemeni home is a trust, every citizen is a responsibility, and every city you restore must feel from the first moment that it has returned to the state, from the yoke of injustice, oppression, and racism. O great Yemeni people,
What reaches us every day regarding the numbers of those pushed by the terrorist militias into death traps, and the suffering of detainees, the displaced, and the starving, breaks the heart and places upon all of us the responsibility to end these crimes against our people. Therefore, the restoration of land will not be the end of the mission for us; wherever state institutions return, life will return with them. We have directed the government to prepare a work program synchronized with the operations, such that state institutions begin exercising their responsibilities in every city, district, and governorate restored, one by one. At the forefront of our priorities, with the support of brothers and friends, will be resuming the disbursement of state employees' salaries, including settling their overdue entitlements retroactively, launching an urgent program for recovery and reconstruction, repairing roads, electricity, water, and damaged facilities, and creating the conditions for the return of displaced persons and the resumption of economic activity. Every city restored by the state will enter, by the will of Allah, a phase of stability, recovery, rebuilding, and reconstruction; and every resource that returns to the state will return to its natural function: salaries, schools, and services, not fuel for a new war. To our brothers, friends, and partners in the international community,
At this national moment, we can only express our profound gratitude to the loyal brothers in the Kingdom of Saudi Arabia—leadership, government, and people—who stood by Yemen in the darkest circumstances, and whose comprehensive brotherly support contributed to the steadfastness of state institutions and the easing of our people's suffering. The Kingdom has also remained a second home for millions of Yemenis who found in it open doors for work, life, and safety. The Yemeni people will preserve these stances in their national memory forever, just as they have preserved throughout their history all who stood by them in times of adversity, and will continue to view the Kingdom as a genuine partner in destiny, security, stability, and peace in Yemen and the region. Today, we look to all our brothers and our friends in the international community to stand by Yemen, its armed forces, and its national institutions, to end the threat, and to support humanitarian, economic, and relief efforts, as well as recovery and reconstruction programs in areas returning to state authority. For Yemenis have chosen peace whenever it was possible, and have endured much pain for that sake. Today, their state, with sincere support from the Coalition to Support Legitimacy, exercises its responsibility in protecting its people, restoring its institutions, and protecting waterways on behalf of the entire world. At such junctures, stances not only shape the fate of the present, but also remain long in the memory of peoples. Hostilities are known, but what peoples do not forget is who stood with them when they needed them, and who chose silence when their stance was necessary. O great Yemeni people,
Your armed forces and their brave heroes have performed well. Therefore, we know today the path to victory fully, and the magnitude of the responsibility we carry before Allah, before you, and before future generations. Thus, we will not measure the success of this battle by the number of cities we restore, as the militias do, but by the number of citizens to whom security returns, the families that return to their homes, and the measures guaranteeing that there is no return to the hateful past of killing, oppression, and confiscation of our people's will. Yemenis have long waited for this decisive day... the day we begin together a pivotal stage in our nation's history, a stage in which the state restores its land and institutions, the citizen regains his rights, and weapons return to their natural place under the rule of law. Therefore, from this moment, all state institutions—military, security, and civil—will be in a state of full mobilization until the mission is accomplished and decisive victory is achieved, with the help of Allah, the bravery of our forces, the cohesion of our people, and the support of our brothers and friends. We ask Allah to protect our people, to direct the aim of our forces, to spare civilians from all harm, and to restore to Yemen its security and stability. Mercy and eternity to our righteous martyrs,
Healing for the wounded, and freedom for the detainees. Long live Yemen and its people, free and proud.
Peace, and Allah's mercy and blessings be upon you.
